4.04.021 ESOL

Dicussion/Decision:
• Question arose on whether ESOL students are mandated to assess after exiting ESOL. Students who are TSI mandated should take the TSI assessment prior to existing ESOL. Exiting students don’t have to pass but MUST assess according to State law.
• Recommendation made to clarify ESOL testing requirements in GPS sessions.
• Discussion regarding ESOL students who enroll in regular developmental classes instead of ESOL. What should be done with them after classes have started? These students are allowed to make level changes within first 2 weeks of semester.
• Discussion on whether ESOL students should have to pay a fee for TSI assessment after ESOL test. Fee should be charged. Eligible students can apply for a financial aid waiver.
• Suggestion to add a message about fee waiver for eligible ESOL students on score report. (Fee waiver for both TSI and ESOL test).
• Change the following under Value Statement:
o Austin Community College District (ACC) is committed to the success of English for Speakers of Other Languages (ESOL) and will offer appropriate placement of students, ESOL coursework and support for those students not yet college ready who do not demonstrate academic proficiency in English. The goal of the ESOL Program at ACC is to move students who need ESOL courses through the program as quickly as possible once until they master the English speaking, reading, and writing skills of each level. ACC will monitor student compliance with developmental education requirements.
• Change the following under Administrative rule:
o ESOL assessment testing and placement assures that student who need ESOL courses and who do not meet TSI college readiness standards in Reading and Writing will do not demonstrate academic proficiency in English may be placed in ESOL courses. These students will remain in ESOL classes until they demonstrate college level readiness.
• Change the following under Assessment & Placement: (delete all and add)
o An ESOL Students whose primary language is not English will be placed into ESOL developmental reading or writing courses based on ACC’s ESOL assessment test scores.
o Students will be advised to take the ESOL placement test if they are TSI exempt, complete or waived and their primary language is not English.
o Students will be required to take the ESOL placement if they have not demonstrated college readiness in reading and/or writing and whose primary language is not English.
Follow-Up:
Return rule with suggested revisions to ESOL Taskforce and bring back to AAC for approval.

• XTOV the datatel screen used for tracking TSI status is being modified to address the TSI changes. New screen available 6/20/14.
• COMPASS changes to the math portion; 2 sections instead of one
o Section tests to college algebra; student would be referred to advising
• Section 2 tests for trig and pre-cal
• The list of college level courses that can meet college level readiness for Reading/Writing and Math have not been reviewed and approved by all Academic Deans. Committee Chair will request that Mr. Midgley forward the list to academic deans and request feedback by May 30, 2014. Approved list is needed for Fall 2014 advising. We will continue to use the core list until then. AR 4.04.004 cannot be finalized without the courses that will be used for TSI.
