Dr. Christensen discussed the data from the Board Compliance Report. The report is made yearly to the board in June. The items for discussion were listed in the executive summary. ACC is improving the Closing the Gaps program. Enrollment was up in FY 11. The African American student count is remaining constant at 8-9%; Hispanic numbers at 27% with the district at 31%. Early College Start is growing. College Connection includes 55 high schools. Fall of 2011 there were 2,600 recruits. Financial Aid in FY 11 increased. For FY 12, the numbers decreased but not by a significant amount. The rules have changed for Financial Aid in FY12. Colleges are being penalized if students do not pay. The 2 year monitoring time period has been changed to 3 years. With the longer time period there are more defaults occur. The FY10 default rate was 25.1%. The threshold is 30%. If reached 3 years in a row, 40% of federal funds will be cut. Some more changes are coming for next year as to who we disperse financial aid. Nation-wide it is a problem for community colleges due to the economy. Faculty members will be asked to confirm attendance. If student is not attending, financial aid will be dropped.

There are 800 undocumented students in ACC. In 1975, the Supreme Court said, if they are here they cannot be denied an education. Congress never addressed the problem. When these students graduate, they cannot get a job. These students can now get a Social Security number and they can work for a two year period. Students are uncomfortable in giving information about parents, address, etc. Once the student is approved, he is shielded for two years. There have been 70,000 applications processed in the first three weeks with an additional 1.3 million to go. ACC is presenting three informational workshops for students and staff. Immigration attorneys will conduct the workshops. NRG - September 17, RGC - September 19 and RVS - September 20.
