a. In house and registry pass rates: EMT- of 111 students 110 pass the first attempt and the one student passed on the second attempt, for a 100% pass rate; 83% is the national rate for the first attempt in the first 3 quarters of 2012.
EMT-Intermediate- 21 students took and passed the exam, for a 100% pass rate at the Intermediate level; 70% is the national pass rate. We did not have a test for our first Advanced EMT class this summer, that test will occur in December for the first time.
Paramedic – 41 students attempted the exam 38 passed on the first attempt and 3 needed second and third attempts to pass. In all cases of re-attempts, English was not the primary language of the student. The program pass rate is still at 100%.

There are 91 students currently enrolled in the EMSP Program. There are 10 people in the senior class and 9 will be eligible to graduate this semester. We will take between 25 and 30 people for the Spring 2013 semester.

a. Discipline Assessment for EMSP ……………...………..…Pauline VanMeurs
i. Curricunet/SACs and the next step with the Academic Master Plan:
Curricunet allows goals and objectives for the program to coalesce and is tied to the Department Assessment Cycle; this is a five year cycle that evaluates quantitatively. The Fall of 2012 we will evaluate primarily didactic objectives from classroom final exams. Faculty responsible for those exams will collect the information and the statistics for the cycle will be completed in the Spring of 2013.
Dr. Eileen Klein spoke of the ACC’s regional accreditation status and a new requirement of SACs in order to get into compliance. The College is required to develop an Academic Master Plan; the plan for individual programs is due December 1, 2012.
b. Curriculum Changes………………………………………….Rebecca Brock
i. Fall 2011we voted to make the name changes to line up with the new Standard Guidelines- EMT/Basic to EMT, EMT-I to Advanced EMT (AEMT), EMT-Paramedic to Paramedic. After the meeting and before that process began I spoke with Brett Hart who informed me that this was a legislative process. Mr. Jeff Hays, a member of the Governor’s EMS and Trauma Advisory Council (GETAC) stated that the council had discussed the changes and are set to vote in November. He also state that DSHS is revising their rules and that law/rule should be changed in the 2013 legislative session barring complications.
ii. EMSP 2137 curriculum changes took place this summer for the first time. This class was re-worked during the fall/spring of 2011-12 to facilitate the AEMT level of testing in registry. The class went from 2 hours a week to 3 hours/week and the additional skills were added. We are still refining the schedule and began redefining what needed to occur in other classes at that level in order for all skills to be taught and tested prior to the end of the AEMT curriculum.
iii. Research EMSP 2352 – The program is currently working on making our Research class a hybrid course. A hybrid course at ACC requires that the class meet at least 50% of the time. Students would meet the first 2-3 weeks of the semester, twice a week, and then the last two weeks of the semester to complete their projects and do their presentations. During the rest of the semester the primary instructor will meet with the different research teams within the class, on a scheduled basis, to help them with their project and determine their needs and next step. As soon as we get this through the proper channels we will go to curriculum committee with the request and hope to have this class at the hybrid level by fall of 2013.
iv. EMSP 2338- Operations class. The program is also working on turning the Ops class into a hybrid course. The lectures would be done on-line along with all homework and testing. The labs would be completed during the week on Monday/Wednesday. We hope to run two classes/ semester when needed and the students would come in for a two hour lab. This also will be pushed through the proper channels and moved toward curriculum committee so we can start this in the fall of 2013.
c. Skills…………………………………………………………...Rebecca Brock
i. External Jugular Catheterization skill: In the fall 2011 meeting the committee requested that this skill be taught and tested. That same afternoon the items needed were ordered and the instructors begin the process of the new task analysis. All educational items were in place in three weeks and we taught the students and evaluated the task analysis and critical criteria that same semester. Faculty reviewed the task analysis and critical criteria one more time in January of 12, and the students were taught and tested beginning the spring of 2012.
ii. Skills List: Robyn Richter discussed the current Skills testing cycle used please see Appendix A
iii. Bench-marking skills: Rebecca Brock discussed the Co-A matrix requirements for student/patient contacts and skills assessment and numbers. (See Student Patient Contact Matrix labeled Appendix G/H by Co-A). The program uses Fisdap® to collect data from clinical rotations and the software also builds reports collating the student contacts and skills. The department will generate the first set of numbers using Fisdap® in the Spring of 2013 for the committee’s review.
iv. Airway skills requirements: the committee discussed the interpretation of the guidelines required by Co-A with regard to live versus simulated airway management.
v. New Equipment in house:
1. 4 new Phillips monitors
2. 8 new trauma manikins were purchased with Perkins money

d. New Industry Standards/Practices Committee
i. Discussion:
Terri King – 2 new procedures: Williamson County is now doing bilateral chest darts and pericardialcentesis on trauma patients without a pulse and with penetrating chest wounds. King Vision laryngoscope is now on Wilco trucks for use in ETT.
ii. ATCEMS is looking at new airway adjuncts, but has not currently implemented any new equipment.

a. Discussion of current clinical sites that are taxed due to student numbers in our program and others in the area; it is particularly challenging in the summer session. Sites that are the most challenging are OR, Dell Children’s Hospital and the Emergency Departments.
b. The program is very appreciative for our new Psych rotation at Brackenridge after we lost our previous rotation in South Austin. Mr. Tim Lacey facilitated this rotation for the program.
c. Currently our 2260 and 2266 students are doing field rotations out of ATCEMS only. Williamson County EMS has requested opportunity to work with upper level students on their units during these clinicals. Discussion of current Co-A requirements on training preceptors and housing occurred with their director and educator agreeing that these requirements could be met. The department will coordinate with Commander King to schedule appropriate training for the Wilco preceptors.
d. Clinical Safety: The program requested that field staff be proactive in enforcing eye protection for all of our students at clinical sites.
e. Harvey Experience – New 1261 in house clinical.

a. Williamson County just finished a hiring process and ACC students did well in all aspects of the process; five out of the eight people that they hired were Austin Community College Students.
b. ATC EMS is no longer interviewing new hires. They are strictly testing by general aptitude test, physical ability and psych testing. The Associate Director Teresa Gardner stated that she would collect information on just how many of the people that went through their process were Austin Community College Students. Hiring will be at the Medic 1 level ( EMT) with a 2 year probation before consideration of moving the employee to Medic 2 level ( Paramedic).
c. Marble Falls – Just finished their hiring process and hired 2 ACC students.
d. San Marcos Hays County also just finished a hiring process and has 2 ACC students.

i. Student Survey is up on Blackboard as of today and will come down on October 26, 2012. Once students complete the survey the Blackboard tells us they have submitted by checkmark which provides the students with anonymity.
ii. Request for the Advisory Committee to fill out and leave their survey so that information can be collated for this years’ report.
c. Library Resources- Discussion of library and Steven Self, the ACC Librarian, that built an EMS website for student resources. Anna Sessa, the student representative, suggested that this resource be introduced to students earlier in the program.
d. Internal Program Review Process
i. Update of Student Success Initiative on the EMT program.
ii. Professionalism: We are continuing to add verbiage to the professionalism area of the handbook. While we have yet to find a conclusive way to actually tie this to a grade we can and do tie it to a progressive disciplinary process.
